Decision-making and Choice-creating are both necessary, but largely opposite in nature. One is about judgement. The other is creative. These two thinking processes should not be confused because judgment drives away creativity. Our society is focused on "the public judgment" so it's difficult for creativity to gain a foothold in our collective thinking process.
